Poverty in contemporary Czech society from the perspective of students in selected secondary schools

The final thesis will tackle the issue of poverty inside the current czech society and how it is perceived by the students of several chosen high schools with an economic focus. The theoretical part of the thesis will describe the basic definitions and types of poverty, its causes, consequences and other indicators which are internationally comparable. It will focus on the Czech Republic and its current situation. Analyze the basic indicators that show how to describe poverty in the Czech Republic and what are the amounts set. How it defines help programmes for families and individuals paralized by poverty. The theoretical part will concern also non-profit organizations and their help in difficult life situations, international organizations and documents about poverty including the EU aswel as the iternational sphere. The practical part of the thesis will focus on students from economic schools (one is public, one is private; one in Prague one based in South Bohemia) where one can assume students have basic knowledge about financials and are able to evaluate the economical situation of the family. Subjective poverty line in Czech Republic

The bachelor thesis deals with the importance of measuring subjective poverty for social work and social policy and points to its connection with the quality of life of individuals and families. The work seeks to clearly show the benefits of direct impacts, vie subjective measurement of the poverty in comparison with the measurement of objective and interdisciplinary context in sociology and social work. Through professional research, it evaluates how social work contributes to solution contemporary social problems. It shows how research on the subjective perception of the poverty can benefit in this regard. This thesis finds out how measuring subjective poverty helps determine the client's needs. The case study shows that the acceptance of an individual way of perceiving a difficult social situation by a client, so contributes to the effectiveness of assistance. The professional contributions included, among other things, point to the impact of poverty on the children's lives and illustrate the new social risks that are constantly evolving. Strategy of Valorization of the Living Minimum in the Czech Republic

Valorization of the subsistence minimum is an important step for the correct adjustment of the entire social system. There is insufficient importance attached to this topic in the Czech environment. This can be confirmed by the absence of research focused on the system of valorization. The aim of this work is to propose and test alternative strategies for valorization of the subsistence minimum in the Czech Republic, which could help to outline further steps for work with this institute in order to improve the standard of living of citizens. The work focuses on testing three alternative strategies. The first proposes a minimum living standard to increase the year-onyear inflation, the second option adjusts the subsistence minimum by expenses of the 20% of the poorest households, and the third scenario recalculates the actual values by subtracting 10% for adults and adding 15% to children. I subsequently tested these scenarios in SPSS on EU-SILC data. The results show that the valorization strategy based on the inflation rate does not really affect the subsistence level and also almost does not change the shift of people above the poverty line. This thesis The system of material need benefits as an instrument of protection against poverty in the Czech Republic deals with the relationship between poverty and social benefits. The subject of research is to analyze the impact of system material need benefits to deals problem of poverty. The theoretical basis for thesis is the concept of social exclusion and redistributive discourse. The theoretical part of the thesis analyzed the different concepts and identified tools of social policy in the fight against poverty. Closer is characterized by social protection and help system in the Czech Republic. The aim of this thesis is to analyze the problem of poverty, describing the concept, explain the reasons and causes of poverty and to propose solutions for its prevention. Furthermore, the analysis of poverty in the Czech Republic and comparison with selected EU countries. The last part of my work will develop a proposal for measures in the fight against poverty. The thesis was divided into two parts. The first part featured a brief theoretical view of poverty as a social event. There were defining poverty, its types, forms, indicators of poverty by international organizations. This section was included in the issue of the causes of poverty, the effects of poverty, both primary and secondary, social exclusion (exclusion). This part is followed by chapter tools to eliminate poverty in the Czech social policy. These tools include: subsistence, assistance in material need, living allowance, housing subsidy, extraordinary immediate assistance and minimum wage. These tools form a complex, which currently works fairly well. Most of the tools work to eliminate poverty target, this means that these tools are used quite effectively. Public service as a tool of activation of persons drawing social benefits in material use for long time

Long-term unemployment brings negative consequences for the state and individuals. Besides the financial impacts on the state (lower incomes, expenditures for social transfers), for the long-term unemployed people from the social and psychological perspective this is a reduction in living standards, loss of social status, skills and abilities decline, decrease of social contacts, etc. Unemployed persons have not got income from their own economic aktivity, and that is why they are provided with social benefits in material need in the frame of the system of social protection.Their long-term receiving, however, often leads to the trap of poverty and welfare dependency. Employment agencies strive for return of these people back to the labour market through thein instruments of active employment policy. This thesis is focused on public service, which was introduced to the system of poverty relief in 2009 as the motivation and penalty measures to increase the activity of long-term unemployed. Assistance to persons in material need

ASSISTANCE TO PERSONS IN MATERIAL NEED At the present time in the Czech Republic the assistance to persons in material need is provided by nongovernmental organisations (Salvation Army, Naděje, Diakonie and others). However, the state has the bigger role to play in this area as according to Art. 30/2 of the Charter of Fundamental Rights and Freedoms it is obliged to provide anyone in material need the assistance in securing basic living conditions. The state does so through the Material Need Assistance Bodies. As the previous legal regulation of assistance to persons in social need had not been fully sufficient, a new Act on Assistance in Material Need was adopted, coming into force on 1 January 2007. This Act introduced several crucial changes. The Material Need Assistance Body is obliged to provide social consultation to anyone in material need. Timely and professional consultation very often leads to resolving the difficult situation of the client, and regularly there is no longer any need to grant and disburse the relevant benefits and allowances. In case the social consultation is insufficient to resolve the situation of the client the Act allows for disbursing material need assistance benefits and allowances. Comparison of the institute of subsistence minimum in Czech and Slovak Republic from 1993 to 2015

After the split of the Czechoslovak Federal Republic (CSFR) to the Czech and Slovak Republics in 1993, both countries retain most ČSFR laws, including law no. 463/1991 Sb., o životním minimu. So the starting position was the same for both countries. A number of modifications of the legislative environment, which happened over the years in both countries, provides a suitable space for the realization of comparative analysis. The aim of this thesis is to compare the institute of subsistence minimum (SM) in the Czech and Slovak Republic between 1993-2015, and prove the assumptions that the institute of SM always held in both countries the same function, was highly motivational to reintegrate the unemployed into the workforce, and the greater amount of SM has always meant a higher income for people in material need in particular country. But the conducted comparative analysis does not confirm the assumptions.
